Brig. Gen. Leland D. Blanchard II, Commanding General (Interim) of the District of Columbia National Guard, provides a command message encouraging every Capital Guardian to participate in the 2026 Defense Organizational Climate Survey (DEOCS). Readiness starts with people. And strong organizations start by listening. The DEOCS is an opportunity to speak candidly about what’s working, where challenges exist and where the organization can do better.
Feedback is confidential, and commanders and supervisors are directed to provide time during normal duty hours for personnel to complete the survey. Speak up. Make your voice heard.
