The J5/7 is charged with the mission to develop, promulgate and coordinate strategic policy, plans, initiatives and concepts related to war-fighting, transformation, State Partnership Program involvement in theater security cooperation, federal/state homeland security, inter-agency/intergovernmental/multinational coordination, civil support missions, and selected other activities of the D.C. National Guard for the Commanding General. Furthermore, it functions as staff proponent for National Guard joint force development, operational planning, education and professional development, training exercises, readiness, and assessment.
