Raines III, Senior Enlisted Advisor to the Chief, National Guard Bureau, for utilizing Army Combat Lifesaver Course training during a vehicle accident near Annapolis, Md, on Jan. 27, 2025. Together with a bystander, she removed an injured teen from a vehicle, whose injuries included severe bleeding and chest pain, and provided critical aid until emergency responders arrived.
