Brigadier General Robert K. Ryan

Commanding General, Land Component Command

Brigadier General Robert K. Ryan is the Commanding General, Land Component Command, District of Columbia Army National Guard.

As such, General Ryan leads soldiers in eight subordinate commands.  He is responsible for the strategic leadership and policies affecting Army service members in the DC Army National Guard, and the mission readiness and operational employment of units assigned to the command.  In addition, he is the Commander, Joint Task Force – District of Columbia for domestic operations and responsible for ensuring JTF-DC readiness for federal and district response missions in support of civil authorities.

This command is General Ryan’s second general officer-level command.  From April 2015 to August 2017 as a Colonel, he commanded the Multi-Agency Augmentation Command, a brigadier general-level, multi-state command.  From December 2016 to February 2017, he concurrently served as Deputy Commander (Army), Joint Task Force – DC (58th Presidential Inauguration) during this designated National Special Security Event.  His immediate past assignment was Chief of Staff, Land Component Command, DC Army National Guard.  During his 32 years of service, General Ryan held command and staff positions in platoon, company, battalion, brigade, division, corps, and echelons-above-corps sized units.  He has both mobilized and deployed for federal and state active duty.

General Ryan is one of the first Joint Qualified Officers in the Army National Guard.  He is a Dual Status Command qualified officer. He is a career intelligence officer with a functional area in information operations.  He is a veteran of Operation Iraqi Freedom mobilizing and deploying from 2007 to 2008 to Baghdad, Iraqi during the surge campaign with the historic 116th Infantry Brigade Combat Team, 29th Infantry Division, Staunton, Va.

General Ryan is a 1986 ROTC graduate of Gettysburg College, Gettysburg, Pa., earning a BA in Management and 2010 graduate of the U.S. Army War College, Carlisle, Pa., earning a Master Science in Security Strategy. In 2019, he earned an Executive Certificate in Public Leadership from the John F. Kennedy School of Government, Harvard University. He is a graduate of considerable professional schooling to include the Harvard University’s Kennedy School - Senior Executives in National and International Security; George Washington University’s Elliott School - National Security Studies Program; Harvard University’s Kennedy School - General and Flag Officer Seminar; U.S. NORTHCOM Joint Task Force Commander’s Course; Joint Forces Staff College Joint and Combined War-fighting Course; and U.S. Army Command and General Staff College.

General Ryan’s awards include the Combat Action Badge, Legion of Merit, Bronze Star Medal, Meritorious Service Medal with three bronze oak leaf clusters, Army Commendation Medal with four bronze oak leaf clusters, and other federal awards.  As an Army National Guard officer, he also earned eight military awards from five states.
