Effective 2 March 2018, General Ryan assumed command as Commanding General, Land Component Command.
He is responsible for the strategic leadership and mission readiness of eight subordinate commands within the Nation’s capital. Concurrently, he is Commander, Joint Task Force - District of Columbia (JTF-DC) and responsible for domestic operations in support of civil authorities.
This is General Ryan’s second general officer-level command. As a Colonel, he commanded the Multi-Agency Augmentation Command, a brigadier general-level, multi-state command. During more than 30 years of service, General Ryan held command or staff positions in platoon thru echelons-above-corps sized units. He is an Intelligence Officer with an Information Operations Functional Area; one of the first Army National Guard Joint Qualified Officers; and a Dual Status Command Qualified Officer.
His career highlights include a June 2007 deployment to Baghdad, Iraq, with the historic 116th Infantry Brigade Combat Team, 29th Infantry Division, during the Surge Campaign in support of OPERATION IRAQI FREEDOM. In June 2020, General Ryan commanded JTF-DC wherein he led 5,530 joint service members from 12 states and the District during OPERATION CAPITAL GUARDIAN in support of National and District emergencies. In January 2021, General Ryan again commanded JTF-DC. He led 25,711 joint service members from 50 states, three territories, and the District during OPERATION 59th PRESIDENTIAL INAUGURATION SUPPORT and OPERATION CAPITOL RESPONSE in support of this National Special Security Event and District emergency.
General Ryan is a ROTC graduate from Gettysburg College, Gettysburg, PA, earning a BA in Management and graduate of the U.S. Army War College, Carlisle, PA, earning an MS in Security Strategy. He also earned a Public Leadership Executive Certificate from the John F. Kennedy School of Government, Harvard University, Cambridge, MA. He is an alumnus of professional education programs to include the Syracuse University Maxwell School - National Security Management Course; Harvard University Kennedy School - Senior Executives in National and International Security Program; and Dartmouth College Tuck School – Leadership and Strategic Impact Program.
General Ryan’s awards include the Combat Action Badge, Legion of Merit, Bronze Star Medal, and other Federal awards. As an Army National Guard officer, he also earned eleven state military awards from five states.
General Ryan is married to Tammy, his spouse of 29 years. They have three sons. Patrick (27) is a certified public accountant with BDO, McLean, VA. Kevin (25) is an active-duty U.S. Army First Lieutenant and Mortar Platoon Leader, Fort Campbell, KY. Collin (23) is a certified public account with Grant Thornton, Arlington, VA.
